Zenyatta is an omnic yes and…. he is more than meets the eye. The “human” that people see is merely a shell of the former host that would become the core of his sentience.
If the human half is asleep or unconscious, the other side is awake and vice versa…. but the omnic form is supposedly rather scary to behold, enough so it can get the mers to behave without much forced needing to be used.
